evaluations, examination before trial, deposition. Qualified as an expert
witness in state, local, and federal courts, and in administrative tribunals.
1981 – Present Honorary Police Surgeon, New York City Police Department. Provide pro
bono diagnostic evaluations concerning employee disability matters.
1982 – Present Consultant, Riverbay Corporation. Provide psychological screening of
armed public safety personnel and fitness-for-duty evaluations for a
large private security force.

Provide psychological screening, including authorization to carry
firearms, for detective investigator candidates, and fitness-for-duty

1980 – 1985 Senior Consulting Psychologist, New York City Police Department.
Per Diem member of a panel reviewing the psychological screening of
police officer candidates. Duties included training and supervision of
psychologists, diagnostic evaluation of police candidates, liaison with
police and medical supervisory personnel.
1981 – 1986 Consultant, Chief Fire Marshal’s Office, New York City Fire Department.
Provided psychological screening of fire marshals (arson investigators)
regarding fitness to carry firearms. Provided fitness-for-duty evaluations
of troubled or problem employees.
1984 – 1986 Consultant, Medical Bureau, New York City Fire Department. Designed,
implemented, supervised the first pre-appointment screening of
firefighter candidates, involving over 1100 applicants.
1978 – 1980 Director of Psychological Services, New York City Police Department.
Supervised a staff of thirteen psychologists and one psychiatrist.
Responsibilities of the service included diagnostic and fitness-for-duty
evaluations of police and civilian personnel referred by Police Surgeons
and field commanders; administration and clinical supervision of the
employee assistance program; psychological screening of police officer
candidates; development and implementation of specific approaches
to emerging problems in police work (e.g., development of techniques
for the handling of emotionally disturbed persons; development of
techniques for debriefing police officers who have been involved in
shooting incidents; formation of a panel to address the problem of
police suicides; development of rapid crisis intervention techniques for
traumatic events; specialized screening techniques for emergency
telephone (911) operators and undercover narcotics detectives;
identification of violence-prone police officers, etc.)
